I. Call To Order.

The meeting was called to order at 1:00 pm on October 16, 1995 by Vincent Bralts, W-128 Chair.

II. Comments from Administrative Advisor, V.V. Volk.

Dr. Volk began by recognizing one new member to W-128 who was present, Larry Schwankl.

Dr. Volk discussed the reorganization of CSREES.

Budgets for FY 1996 are still being discussed in Congress. Indications are that funding will be lower and at best stable. The Special Research Grants in Water Quality, which is a likely interest area for W-128 members has stable funding for FY 1996 at $2.75 million. In FY 1995, three projects were funded in this area from the 30 applications received. These projects were at Purdue, North Carolina, and a combination project between Ohio State and Heidelberg. Each project received about $300,000 in FY 1995. This is projected to increase to $400,000 in FY 1996. This means $1.2 million of the $2.75 million is already committed. Another $1 million is reserved for phase down of the original MESA projects.

In the NRI Water Quality program, there were 162 proposals in FY 1995 with 18 funded with $3.5 million available. There is a new panel manager for this program, Tom Dougherty, who has a full-time extension appointment at the University of Arizona.

Dr. Volk asked that the W-128 annual report and the Lansing meeting minutes be forwarded to him by December 1.

Dr. Volk restated the objectives of the current project and requested that all W-128 members show how they are addressing their specific objectives in their meeting report.

There were questions about the Special Research Grants (Discretionary Grants). Dr. Volk stated their status is unknown, with the House wanting to remove them and the Senate wanting to retain them.

There was a question about the abstract of W-128 that was initially requested by Walt Woods. Dr. Volk stated Dr. Woods has retired and this issue may be dead.

III. State Reports

State reports were given by Joe McFarland, Larry Scwankl, I-Pai Wu, Howard Neibling, Hank Taber, Freddie Lamm, Jed Waddell & Satish Gupta, Ted Sammis, Muluneh Yitayew, Reduo Zhang, Ken Shackel, Prem Singh, Robert Evans, and Vincent Bralts. This was done the afternoon and evening of October 16 and afternoon of October 17.

IV. Tour of Clarksville Experiment Station, 9:00-12:00 pm, October 17.

V. Business Meeting

Called to order at 3:10 pm , October 17 by Vincent Bralts, W-128 Chair.

Approval of 1994 Minutes. The 1994 minutes were approved as distributed.

Election of Incoming Secretary, Henry Taber by unanimous ballot.

1996 Annual Meeting: After discussion San Antonio, Texas was selected as the 1996 location with the meeting to be held beginning at 8:00 am on Thursday, October 31 and ending on Saturday, November 2. It was suggested that Friday, be set aside for tours of interest to W-128 members. The meeting dates were selected to precede the ASAE / IA sponsored Irrigation Scheduling and ET Conference being held in San Antonio, November 3-6. It was noted that ASA-SSSA meetings would be November 3-8 in Indianapolis, IN. Joe McFarland will serve as local host. Meeting arrangements will be coordinated by Freddie Lamm and Joe McFarlard.
