Business Meeting (September 20, 2000)
The annual Western Regional Project W-128 meeting was called to order
at 1:05 p.m. on September 20, 2000 by Chair Muluneh Yitayew.Chair
Yitayew welcomed attendees and thanked I-Pai Wu, Robin Shimabuku, and
Harris Gitlin for making local arrangements. Minutes from the 1999
meeting were distributed for review by members.Freddie Lamm motioned
that the minutes be approved; Ken Shackel seconded the motion. Minutes
were approved unanimously.
Freddie Lamm raised a question about inactive members and about
possible representation from additional states interested in
participation in the project. Prospective new members were discussed.
These individuals will be contacted with an invitation to apply for
membership.
Ken Shackel, Freddie Lamm, and Dana Porter were appointed to the
nominating committee for the incoming secretary.
Potential locations and dates for the next annual meeting were
discussed. The next annual meeting of The Irrigation Association will be
held in San Antonio, Texas, November 4-6, 2001. Members agreed to hold
the next W-128 annual meeting on November 6-8, 2001, in San Antonio,
immediately following the IA meeting. Freddie Lamm indicated that the
W-128 members could organize a technical session for the IA meeting.
Dr. Mike Burke, Administrative Advisor, reported that the Western
Association wants more electronic delivery of information. They also
want more teaching and graduate teaching involvement. Emphasis in
reporting should be placed on interactions among teaching, extension,
and research activities.The W-128 Project is doing well in involving
extension faculty and outreach activities.Reports should include more
information about student involvement. Dr. Burke indicated that the
annual report should be submitted with the minutes, as an attachment.
Chair Muluneh will summarize the state annual reports into the project
annual report. Dana Porter will attach it to the minutes and send them
to Dr. Burke. State reports should be submitted to Chair Muluneh by mid
October, in order that the annual report can be compiled and submitted
by January of 2001.
Freddie Lamm reported on the revision of the book on Microirrigation
for Crop Production. January 15, 2001 is the deadline for camera-ready
manuscripts. The revision will be managed on the Kansas State University
web site. Monthly reports were suggested as a means of keeping the
project “on track”. Chapter authors are responsible for getting their
materials reviewed.
Meeting was recessed for a break and for state reports.

Continuation of Business Meeting
The business meeting reconvened at 3:15 p.m. on September 21. The
nominating committee recommended Larry Schwankl for the incoming
Secretary position. Gary Clark made the motion to approve; Ken Shackel
seconded the motion. Motion was approved unanimously.
Location and date of the next meeting was reiterated: San Antonio,
Texas, November 6-8, 2001.
Additional discussion regarding coordination of W-128 project research
indicated a need for a database and for participation by soil physicists
to address subsurface drip lateral spacing and depth optimization
questions.
Other Business
Freddie Lamm encouraged members to submit papers for The Irrigation
Association meeting in 2001. The call for papers will go out in the
spring, with manuscripts due in September. He will offer to the IA
program committee to sponsor a technical session at this meeting. The
title of this proposed session will be “Advances in Microirrigation” or
“Microirrigation Technologies for Protection of Natural Resources and
Optimum Production”. The target audience for the session will be
irrigation industry professionals, similar to many of our extension
audiences.
The members thanked I-Pai Wu again for making local arrangements. Ken
Shackel made the motion to adjourn the meeting; Gary Clark seconded the
motion. Motion passed unanimously, and the meeting was adjourned at 4:10
p.m.
Field Tour of Local Sites
Field sites visited on the technical tour included the University of
Hawaii Experiment Station at Kula, Maui Pineapple Company plantation,
and Hawaiian Commercial and Sugar Company sugar cane plantation.
